CULVERT SALES

Used culverts may be sold to ratepayers at 50% of list price.

GRADER BLADE SALES

New grader blades are not for resale.

Used grader blades may be sold at a rate of $1.00 each for 4 feet and under and $2.00 each for over 4 feet.

MAINTENANCE OF RESIDENTIAL LANES

The municipality may grade and mow the grass on lanes to residences once a year and snow plough lanes when requested at custom work rates.  All requests will be at the discretion of the council and operator. Before any custom work is to begin, a liability waiver form must be signed by the individual requesting the work.

MAINTENANCE OF BACK ROADS IN WINTER

The municipality will maintain summer trails and dirt roads only from May 1st – October 31st at council discretion.

MOWING ROAD ALLOWANCES

The municipality shall begin mowing the top cut of 10 feet on or about the 15th of June each year, and the municipality shall not pay compensation for any crops mowed in the right of way.  

Individuals wanting to cut the right of ways for feed must notify the R.M. office of their intentions prior to June 15th each year. Individuals applying to cut right of ways must cut from the top of the road to the ditch bottom leaving the right of way clean and remove all bales by July 15th.

SNOW REMOVAL 

The R.M. of Harris No. 316 will not be responsible for plowing snow on undeveloped road allowance.  Any other requests will be at discretion of council. 

No graders will remove snow during storm conditions and when the wind chill or actual temperature reaches -40C.

DUST CONTROL 

The R.M. may provide dust control to farm sites directly adjacent to roads in the following manner:

  • Requests for dust control application are to be made by ratepayers only;
  • A waiver indicating that the municipality will not guarantee the effectiveness of the dust control product shall be signed by the ratepayer. The original document shall be submitted to the municipal office prior to any product applied;
  • Ratepayer shall stake the starting point of application requested. Stakes will be available from the municipal office if required;
  • Each application will be 200 meters in length at a cost of $1,000.00 for ratepayers and $1,200.00 for contractors;
  • If the dust control request is made due to a heavy haul, a waiver shall be signed by the ratepayer. The application cost will be charged to the hauler indicated on the Road Haul Maintenance Agreement for the road in question;
  • The municipality will apply dust control product past yard sites that are significantly affected by gravel haul carried out by the municipality.

Council will permit ratepayers to hire an outside company to apply dust control product once in a give year. The ratepayer must notify the municipal office one week prior to application. Any additional applications must be pre-approved by council prior to additional product orders.
